Regardless of how you classify it, NY State is making money from this and putting peoples' PI out there.

Yeah....ok....how about we just publish all the NYS DMV workers' names, addresses, phone numbers and SS numbers in the NY Times? Guess they shouldn't object to that! After all, they ARE public employees.
