Nope, the sleeve has nothing to do with you needing their pin and their lock. You could use a standard bolt, they will give you one I'm sure, but if you wanna lock it, you better just spend the $20.
I should go out and take a bunch of pics of mine to try to show you.

Nope, not gonna work, the one side of the rack tongue (or whatever you want to call it) is a threaded hole to put the bolt in and tighten it up so the rack won't sway around while you are driving.
I have all that crap for towing my trailer, the hitches, hitch locks, pins, etc, etc.......just buy their lock now for 20 and save the shipping.

I was even gonna just buy a bolt or something and grind it down and put a small lock on it or something, but you won't be able to find a bolt that big threaded all the way to the head, at least not in the typical hardware store and then even if you could find on you would probably pay $20 for it anyway.

I know you can't find one here unless you grab a carriage bolt. Those are useless due to the domed head. You'd defo need a hex head for that so you can get it in there fully.

OK, here we go, this is my hitch rack.
This is the locking bolt.

Easy peasy, it takes about 3 minutes to mount it, and seconds to secure a bike on it or take one off.
It will take wide mountain bike tires or skinny road tires, I carry everything on it, bikes with fenders too.

I looked at Tractor Supply for a receiver lock bolt like that and no dice. If THEY don't have something like that then NOBODY will!

Just get theirs like Twist says since it seems to be a specialty piece.
