Apparently so, Twilla. This is so hard when a colony that used to live in harmony starts to fight. Dwarf hamsters will fight to the death too. I had this same problem and I found it was easier to take out the one being picked on instead.

I'm sorry Debbie, big hugs on the loss of little Norma.
