The FCC cannot specifically censor any content so it is up to the "local authorities" (read that as each individual radio station) to determine what may be "offensive" or "objectionable" content according to (supposedly) "local standards".
Because of this quirk you might hear the word whore blanked out in Buffalo, NY but stations in Chicago just let it play.
