Sounds like one of the "stops" on the "path" or route from you to them is crapping out.
You can do a tracert and see where it is.
On your computer:
Start > run >
Type in tracert and a black command window opens. In there right where the cursor already is, type exactly:
tracert www.marlboro.com
Then hit the enter button on your keyboard. Wait for the results. It can take quite awhile. Let it run. You can copy and paste it here if you want / can't figure who owns the block. You can then call your ISP and ask them how to circumvent that block.
