Some do and some don't. Thing 2 loves me but if Matt comes in the room, she darts out of there like he's Godzilla. She wasn't a stray! We had her from 9 weeks old.
I had a stray I trapped ages ago. She had an older kitten and a litter of babies who havent' even opened their eyes yet. I had to trap her with a hav-a-heart trap and it took her years before she came up to me and let me pet her. I just let them do it on their terms.
Go easy on the milk. Cats are lactose intolerant and it will prevent him from gaining weight. He's shitting out all the food you give him from the milk. Give him KMR or that crappy cat milk they sell if you must give him milk. They can tolerate goats milk though. Less lactose in it. I'm like you, I spoil the pathetic ones.
He'll come around. You should start vaccinating yourself. You can get the stuff cheap through Omaha Vaccine, KV Vet or Drs. Foster and Smith. I prefer the Docs... they give you a chart on what to vaccinate for and when and they show how to do it. Upstate NY you should be able to still get syringes too. The vaccines sometimes come dosed out per syringe. Rabies is the only thing you cannot vaccinate yourself for.

I have no idea what you're talking about so here's a bunny with a pancake on it's head
