0 That's a screwdriver missing it's handle. It's an old one and probably had a wooden handle unlike today's models that are plastic and you see only a slight wing on the metal holding it in. Keeps it from slipping when you turn tight screws.

You can see the slightly smoothed part near the base of the tang where the retaining ring would have slipped over the split end of the wooden handle to tighten it.
