Got to love those foreign countries. This looks like it is somewhere in Asia or something, and given the regard this guy has for the dog, I wouldn't be surprised if it was. Oh I dunno how I might have it in me to not draw my gun and let fly with a hailstorm of well aimed fire at him.

People in the West often have no idea that they are quite unique in their treatment of animals. Most of the world just treats dogs as pests, with no regard for them other than as just plain animals. In Asia it is as food among other things, and in the Middle East, they dislike dogs quite a bit, aside from when they fight them.

At least this poor little bugger looks to be in a cage at a clinic or something awaiting treatment. Or euthanasia.

In the Middle East, they'll take dogs in the neighborhood, cut their ears and tails off before fighting them. This is so those same ears and tails cannot be latched onto during the fight.
