The definition of "midwest" comes from back when Kansas and Oklahoma were the frontier and anything west of that was still considered wild country. So by modern geography, yes it would not be the midwest however that's not how the labeling is determined.
Here's a map with the recognized regional definitions and clearly Wisconsin IS in the midwest region.
