Everyone I know from Michigan considers themselves from the Midwest. Wisconsin is west of Michigan.

Everything between Ohio's western border and the Mississippi River is the midwest. Depending on who you ask Ohio is included in the category. Wisconsin and Michigan are referred to as "upper midwest".

The definition of "midwest" comes from back when Kansas and Oklahoma were the frontier and anything west of that was still considered wild country. So by modern geography, yes it would not be the midwest however that's not how the labeling is determined.
Here's a map with the recognized regional definitions and clearly Wisconsin IS in the midwest region.
