I remember reading about this guy few years back,his names carlos rodriguez that happened to him in a car accident. I believe the reason he didnt get a prosthetic plate, is because its reconstruction. Its considered a optional surgery and some health insurances may not cover that. In his case I dont think he even has health insurance , he actually has a pretty long criminal record and has been in and out of jail a bunch,you can google it.
I also know that he does suffer some mental effects from the injury and that partially plays a roll in his troubles with the law.
