It's using done by literally 'hanging' the dog (or puppy) with its leash, usually just lifting the front feet off the ground, but sometimes the rear ones too.
I should have turned the bitch in I saw doing that in CA one time. She was a pretty popular trainer too. The dog I saw her do it with was probably a 5-6 month old Australian Cattle Dog. Crazy.
I took my 200 lb alpha male to this trainer who has been doing it for years and thats the way he trained him to walk on a leash. Otherwise the damn dog would have dragged me out into traffic. Obviously you wouldn't need to do that with a smaller dog, but it's the only thing that worked for him.
