Accidentally hitting an animal is not the same thing and it doesn't even belong in this category of discussion. Yes, again, we all had lapses in judgement in our lives but none of them caused the life of another being.
HE IS 27 YEARS OLD. This is not a child, or a teenager. This is a grown man and should know better.
He was on the river, not a pond or lake. Rivers, even frozen rivers are MOVING bodies of water. That means thin ice. He may feel bad right now, but I bet you a few years from now he's going to be just as stupid as he is today.
Pets may no longer be considered chattel here in NJ. I'll have to look into that. Big changes took place in that regard some years ago.
