vinegar will remove the rust without taking off any unoxidized metal, somewhat, and soften what remains, the copper wheel will knock the remaining oxidation off, the 0000 steel will will remove the copper traces and leave your pitting intact
plan b requires a lot of patience and a cheap as fuck light gray/dark gray water stone if you use a grinder you will fuck the temper of the metal and remove more than needed making the blade about as useful as a Frost cutlery collectors display piece (think lord of the rings swords)
