Your friend is lucky they didn't use him / her as a bait dog instead of a fighter because of it's friendliness.
Anyone with a dog should teach it not to take treats from strangers and not to go to call to anyone that is not their family. That's the harder of the two to teach IMO.
People have been stealing dogs for a very long time now and you're right, it's akin to rape and even kidnapping.
By you, you may have a 'certain demographic' casing places for things to steal but that's true for everywhere. We have kids casing neighborhoods all the time here now. This used to be a nice town but not anymore. The story where the little dog was stolen here this week, it was mentioned that when the economy is down, crime goes up. You should have seen the shitheads calling those who believe it's related to the economy racists. Then they went on to say how this town is one of the safest to live in. Idiots, all of them.
