Like it or not......if there is no evidence of sexual contact before she turned 18 then neither of them has broken any laws.
Regardless, since she is now of age, if she chooses to be with this guy there is nothing that her mother can do about it excepting disapproval or going as far as disowning the girl.
It it right? NO! Is it unlawful. No.
Do keep in mind that only a scant 120 or so years ago if a girl wasn't married by 18 she was an "old maid". Yes, societal norms change with time but, as is pointed out by Gunnen and Anthony, we do retain biological programming with respect to mating and relationships.
"Civilized behavior" is simply the extent of which at any given time we as a collective people choose how much natural behavior is to be ignored or not tolerated.
