I agree. Look back to biblical references of marriage. There are NO permissions from anyone, NO licenses, NO ceremonies etc. In those times it was "...and (enter name here) took (enter name here) into his tent and made her his wife"......
No divorce either. You just walked away from each other and that was that. NO support or alimony. If it happened then each was responsible to figure out how to carry on. The caveat there though is that people were expected to be honorable without legal intervention and do what was right by the other in an equitable manner.
Marriage licenses are nothing more than a way to tax someone's intentions.
If two people WANT to have a ceremony then go for it! If not then ok, be about your business. There is no religious ceremony for marriage in ANY christian bible. That ceremony was conceived by people in the middle ages to demonstrate their commitment to each other and it became a standard over time.
