The insurance issue seems odd. We have homeowners insurance obviously, but "pet" insurance is a seperate and voluntary thing. Homeowners insurance is for the property and contents, together with public liability (if a tile/shingle falls off the roof and hits someone for instance). In fact, some companies consider having a dog is a burglar deterrent! Pet insurance here is solely to cover vetinary bills and they differentiate by classing dogs in size! Small, medium, large & very large. I get caught out in a different way because I keep greyhounds and they're classed as large dogs. They're invariably docile and friendly, and would sleep all day if I let them. They have very few health issues other than a higher rate of cancer due to breeders being concerned only with how fast, rather than how healthy. Virtually no effort is made to breed out the disease. Most insurers don't include palliative care though, so imo the kindest thing to do if cancer is diagnosed is to euthanise.
As regards liability, I'm not aware of any system here other than that if a dog bites a person the "authorities" usually seize it and euthanise. If another dog bites yours the only recourse is to sue it's owner. Many years back - so long I can't remember, we used to need a licence to keep a dog. The system was abandoned presumably because it cost more to implement than the revenue collected. Personally I think it should be re-introduced at a higher rate, and the money used to fund re-homing centres for dogs that are confiscated from non-licence holders.
