Legitimate animal breeders register with, get this - the FDA. I found this out because I was trying to see why hamster and other small animal farming was regulated. It's not required that you register, license and all that with the FDA if you breed animals and you'll see plenty going under the radar with this.
This came into effect due to the huge puppy mill business. I think it's a good idea and hopefully whoever is running this, will be sensible enough to work out the bugs and make it fair and just.
