Sounds just as ridiculous as the Bush hurricane steering machine that he used to direct Katrina and Rita. (Well that's what the left alluded to!)
I agree that this will drive prices up. The dirty little secret here is that without the flooding cycle the river valleys that are such rich farm land would not be so rich! The silt left behind is what makes for the really good soil.
These floods follow cycles ranging from 6 - 12 years.
