Pennsylvania has statute speed limits of 25 in cities and suburban/rural residential areas, 45 on major roads in semi rural, 55 on rural and 65 on interstate and limited access highways. All of these are conditional to being otherwise posted.
Here in the boonies for teens you gotta have a car or friends with cars to get just about ANYwhere. Public transportation? What's that? No such thing as a bus, rail or taxi. The nearest stop for a bus is at least 18 miles away. The nearest train station is in Harrisburg which is 40 miles from here. Hell Greyhound and Trailways don't even cruise through this area!
Usually kids start learning to drive at 14 by running the farm truck across the fields or between the fields and barn. Motorcycle/ATV riding starts between 8 and 12 yrs old.
