Okay, after thinking about the comic strip that Gunnen posted that seems to be the reason the rules were amended...

The tattoo was.....interesting....it was really fucked up though.
If it is a real tattoo someone has serious issues.
All that shit is why it is generally illegal, show some shit to someone that has an inner molester in him or her and it might just be enough to spark the urge to actually act. I feel the same way about animal abuse pics and video. After a certain point it is no longer look at this fucked up shit, how sad, it turns into people looking at it to get their rocks off and maybe go out and slice up a dog or cat to see how it is for themselves.
