That is the little disk you spin to select the right hole size for sharpening a pencil.

I had to help my niece with her homework last week and wtf do you think my sister made me use to sharpen her colored pencils,Lol one of these.It was a piece of shit because it wasn't mounted to anything.

Mine has a suction cup bottom. I have another one screwed to the table of a very old sewing machine. Two of the best pencil sharpeners ever. Those little hand things suck. They are guaranteed to break the point several times before it stays.
