That is the shielding that is on wires when you open up your small appliances. I have one like it on my coffee pot.

water feed line for toilet, sink, tub, shower, etc...
at least it looks exactly like the new one I put in for the toilet when I just replaced the toilet a few weeks back...

That view changed nothing for me lol. I am thinking its just some sort of poly rope now like whats on a swing set.
