No its not in AK, and the other ships are mostly warships, you can see the gun turret on the destroyer thats just low and left of center. The other giveaway is the very rakish bows which give the best speed through the water.
It is one of several shipyards in the city, and is NOT the main military shipyard there. In fact, it is not a government yard at all, it is a private yard that does contract work on military ships sometimes. Hence the ship mixture.
I guess I picked a good one, nice and difficult to figure out
