It looks like some kind of a buckle or latch on a strap. Something to hold down a hood or a tire?

Thats not a computer case? The parts above the cobra look like 3.5 bays and it looks like a rom drive is in there. The other slots below the cobra would be for harddrives.

This custom computer cost a metric shit ton of money, and the chassis (case) was the winner of the most recent issue of CPU Magazine's 'Mad Reader Mod'.

If you look back at post 81 I said ,"Is it the metal grating that covers the 3.5 slots on a computer tower?" I think it got over looked but I thought you saw it and just ignored it cause I was wrong. So technically I was right two days ago lol.
On a side note, I have the same 27" monitors as that guy, granted I only use two instead of three but they are great none the less you can get them pretty cheap now though about 200 each.
