Probably a lot. Not many people stand up to someone wielding the morals weapon of "saving people", "doing it for the children", "saving lives", etc, combined with the tyranny of the grieving mother and her tears -- how can you not want a black box, because it could have saved her child's life...or some shit.

Well, I don't want the box, and I can stand up to it because I have the innate ability to be an uncaring asshole, but most don't.
