well you did say this, the problem is at some point the theft of small items costs the tax payers much more than the cost of a single item.
I did not see in the article where it was denied that the boy did not keep the item, he did , so frivolous is your opinion, was his intent malicious probably not, and could it have been handled differently probably could have.
did the library know the boy and his character? did the courts know the boy and his character? the real anwer is no, they treated him according to the information they had.
as a thief of public property.
