You might outrun the cop car but you can't outrun the radio! If they have enough of them out there and got your plate you're pretty well done for.
PA has been doing the overpass thing for years but usually it's due to running either radar or lidar.
PSP had a little used but effective when it was out there tool for catching text/handset users. It was a tractor trailer with 2 cops so they can see from both sides. It had the PSP logo on the doors and said POLICE backwards on the bug shield above the grill so nobody can say it's unmarked. They used it on the turnpike for a while and had good results. Just radio ahead to a waiting chase car and BINGO!
The only reason they don't use it any more is that it takes quite a few chase cars placed on the road on the patrol route. I think they took the stickers off and just use it for picking up freight for the capital complex now.
With those fines, be glad they aren't like for commercial drivers. Federally mandated fines are for first offense (texting or handset) $1,500, 2nd offense $2,000 and 6 month license suspension and 3rd offense $2,500 and revocation of CDL.
