From what I found out, it seems some had salt water others had,carbon tetrachloride which is a liquid that vaporized and extinguished the flames by inhibiting the chemical chain reaction of combustion by oxygen starvation. Of course it was later figured out in 60's -70's this shits bad for you.
Two other chemicals found in these bulbs were also bicarbonate of soda and muriate of ammonia, I could find little about these two and their uses in fire suppression but oxygen starvation seems to be their desired effect.
The funny part is that you cant tell what bulbs have what in them unless marked so the only way of knowing is breaking the bulb which will either be salt water or something that will fuck you up lol.
