I can only assume the US law works very differently to over here. Anyone within distance of an incident is questioned and equipment checked and double checked and phones/cameras and any other media devices checked for possible evidence.

I only know this from the experience of Christine's inquest. There were photo's taken, by the fire brigade, investigating officer (I stand in awe of this man) the police helicopter and the press were eventually allowed through to take one photo of the car on the side of the road as a fireman was securing it before removal to the forensic station.
The only pictures we saw were in the local papers, the one the press took and a brief shot from the helicopter for the evening news to report why the road was closed for 5 hours.

Those few shook us and we were warned by our liaison officer they were to be used. The only other photo's were at the inquest, and we didn't get to see those either. The investigating officer had them removed from our file, but they were seen by the pathologist and coroner.
We did see those not released to the press though.

No one gets paid for photo's
