Kids do wander at night. I've heard this sort of thing before and I know my dad on night shift has picked up small tots in PJ's in the small hours before now.
They have worked out the door locks and wander to visit a neighour or are 'running away' after being told off during the day by a parent.
The sad thing was to hear this little lad was drunk, my kids at this age didn't know what a can of drink (any drink) was and wouldn't have known how to open it.
In fact I think I've said before Phil' is dangerous on a pint of Cola
