She has to learn it's unacceptable. She has not fully understood the pack hierarchy in your house and she thinks taking food is her right and has not been challenged in a language she understands.

What I'm about to suggest is going to sound rough but it's not. You need to have the timing, and the balls to do it though. I've used this method in the past countless times and it gives me respect and the dog then knows who 'top dog' is in the house.

When she snags food, react instantly by grabbing her by the scruff of the neck and throw her (without hurting her) to the floor. Put your knee in her neck (gently but firmly) and hold her there and growl at her. Don't growl for long, but make it sound MEAN. Continue to hold her there until you feel her relax a little. Then let her go without a word. That's the important part, NO HUMAN WORDS. Make sure you take that food from her too.

She may take up to a full minute to give you that little bit of relaxation while you're knee is in her face and she will look freaked a little.
The key is timing. You need to have lightening reaction to get her on the floor and submissive.

Some dogs understand immediately and you only have to do this once. Some take a few times to get it.
If she takes more advantage of the younger kids, they too need to do this if you think they can handle it and do it right. If no, you need to be quick and do it for them the second it happens.

Our first dog was like that. She could steal a roast beef off the table while there were three sets of eyes watching it! Tiny little Rat Terrier was the terrorist of all of us. If I knew then what I know know about dogs and their behavior, that dog would have never been as rotten as she was!
