That's a screwdriver missing it's handle. It's an old one and probably had a wooden handle unlike today's models that are plastic and you see only a slight wing on the metal holding it in. Keeps it from slipping when you turn tight screws.

I agree with Twitch
You can see the slightly smoothed part near the base of the tang where the retaining ring would have slipped over the split end of the wooden handle to tighten it.

You know, I might have one of these in my grandfather's toolbox in the basement. He has a mess of weird stuff in there. I'll have to look in the morning when I have more light.

It has nothing to do with zippers.
It is a tap, for cutting threads to insert a threaded bolt into.
